libclblas-dev software package provides OpenCL BLAS library (development files), you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libclblas-dev
libclblas-dev is installed in your system.
Make ensure the libclblas-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libclblas-dev *
You will get with libclblas-dev package name, version, architecture and description in a table
